If the Enable Alarms action appears to be having no effect, it is probably because ClearSCADA is using the Independent feature to prevent a potential conflict between users, Logic programs, Schedules, and Method Calls. At least one of the User Types is still disabling alarms for the item.
With Independent enabled, ClearSCADA only stops withholding alarms for an item when there are no User Types disabling the item’s alarms (that is, all of the ‘Disable Alarms’ flags and the Overall ‘Disable Alarms’ state are 0).
